McDonald's says the spoon is a key part in the making of the McFlurry. Because of the volume of McFlurries being made, it isn't time or cost effective to clean beaters between orders. The spoon is used as a disposable beater, which is why it's buried deep in the ice cream when you get your hands on it.

The company wants to make up for the confusion by giving anyone who made the fumble and sucked on the end of a spoon by giving you another chance to not look lie an idiot.
