Cruel…and UNUSUAL.

There's some real sickos in this world. I noticed this when I was at work...at first I thought, "Oh, someone needed the window held open." But I looked again and they aren't holding up anything...This is the worst practical joke ever (or the best). If you thought a cold toilet SEAT was bad....
