What Are These Lights Flying Over Davenport?

Listener Will saw this Wednesday night as he was leaving Texas Roadhouse in Davenport around 7pm last night. He then saw it later flying over the Whitey's.

His boss said he had seen it flying over the Toys R Us in Davenport around 8pm. Has anyone else seen this? What is it?
