Hey Locust Street Construction, Is It Necessary To Double Up On Signs?

I noticed this on the way into the Rock 'N' Roll Mansion and Klinger backed me up. Each road sign for the construction on Locust Street is doubled up. Both east and westbound.

At first, it was just the orange signs.  Then, all of a sudden yesterday the yellow signs go up, right in front of the original orange ones.  What sort of construction worker pissing match is going on here?

Does anybody know the reason for the redundancy?
