Fastest Way To Fill & Tie Water Balloons

Tis the season!  I love it!  Pool time!  Sprinklers! Water guns! Water Balloon!

Any excuse to cool off in this heat is a good excuse for me.  Water guns are the go-to because they're easy to fill.  Easy shoot.  Water balloons are better because, while they require more skill to land one, the pay off is much better.  The problem is...it takes 10 times as long to fill them as it does to finish them off.
