Do People Need To Be Told This?

While at the doctor's office I looked up and read this sign.

My first thought, "Well Duh, everyone knows to put their phone away when the doctor is in the room."  (more) Then, I felt embarrassed for society when I realized "That sign wouldn't be there unless it is a problem."
